A throttle is a simple part — a small magnet and hall sensor that send a 1–4V signal to the controller — but whether the controller acts on it depends on settings, the assist level, the brake cutoff switches, and the controller's own rules about starting from a stop. Most throttle complaints are not a broken throttle. They are a disabled setting, a PAS 0 restriction, a stuck brake sensor, or a connector that worked loose where the cable wraps the bars.
The checks below go from settings to switches to the throttle itself. Nothing requires opening the controller or cutting wires. If the throttle is genuinely bad, it is one of the cheaper parts on the bike — but buy one that matches your connector and signal type, and only after you have ruled out the free fixes.
Safety first
Never open a battery pack. Stop immediately if you see swelling, smell burning, or feel heat at the battery or connectors. Do not cut or splice wires. Unplug the battery before touching connectors. When in doubt, stop and get an E-Bike Assessment.
Cause 1
Many bikes ship with the throttle off, limited to Class 2 speeds, or disabled at PAS 0. A firmware update, a reset, or a kid poking through the menu can change it. Some brands require the assist level to be 1 or higher for the throttle to respond; others require PAS 0 and have a separate throttle-enable flag.

Cause 2
A controller set to non-zero-start ignores the throttle until the wheel speed sensor sees movement, usually a couple of mph. That is a safety default on some brands and a setting on others. If the throttle works once you are rolling, this is likely the explanation and not a fault.

Cause 3
E-bike brake levers carry a magnetic or mechanical switch that tells the controller to cut power when you brake. A lever that does not return fully, a sensor magnet that shifted after a crash, or a damp connector keeps that signal on, and the throttle (and often pedal assist) is ignored. Some displays show a brake icon while this is happening.

Cause 4
The throttle's three-wire plug (5V, ground, signal) usually lives in the bar harness near the stem, exactly where cables get tugged when bars are rotated or the bike is folded. A pushed-back pin or green corrosion on the signal wire kills the throttle and nothing else.

Cause 5
Inside the throttle a magnet moves past a hall sensor; when the sensor fails, the signal stays at rest voltage or drops out partway through the travel. A throttle that works in the first half of its travel but not the second, or that only works when you wiggle it, is physically worn. Thumb throttles also crack at the pivot and twist throttles lose their return spring.

Cause 6
Controllers ignore the throttle if it reads a non-rest voltage at power-on (a safety rule), so a throttle that is slightly stuck at startup stays disabled until the bike is power-cycled. A controller that has lost its 5V sensor supply kills the throttle, and usually the PAS sensor as well.

Power-cycle with the throttle at rest
Turn the bike fully off, let the throttle settle, turn on, wait for the display to finish booting, then test.
Check the throttle setting and assist level
Look for a throttle enable / start mode option in the display menu; test at PAS 0, 1 and 3.
Test while rolling
Pedal to walking speed and press the throttle. If it works only while moving, the controller is set to non-zero start.
Check brake levers and cutoff icon
Both levers should snap fully back. Look for a brake icon on the display with levers released.
Isolate the brake sensors
Battery out, unplug one brake sensor, battery in, test. Repeat for the other. Reconnect both before riding.
Inspect the throttle connector and cable
Battery out. Check alignment, tightness, corrosion, pushed-back pins and cable damage near the stem.
Note any error code
Write down the code and look it up in your bike's manual or on the brand's support page before ordering parts.

Most are electrically similar (5V hall type), but the connector, pin order and whether the throttle includes a key switch, battery indicator or cruise button vary. Match your existing connector style and pin count, or be prepared to have it re-pinned by a professional — do not splice.
Your controller is configured for non-zero start, which requires wheel movement before the throttle engages. Some displays let you change this; some brands lock it. It is a setting, not a fault.
Texas recognizes Class 2 e-bikes with a throttle that assists up to 20 mph under Transportation Code ch. 664. Local trail rules vary, so check with your city or park before relying on throttle-only riding.
Surging at low speed is usually the controller's response curve or a cadence-sensor bike in a low PAS level, not the throttle. Surging that tracks with wiggling the throttle cable points at a worn connector or cable.
Not for a brief test with the battery removed first. Do not ride with a sensor unplugged — the motor will not cut when you brake, which is a safety feature you want.
Only order once you have confirmed the cause — mismatched electrical parts can damage a controller or battery.
