ROCKBROS Top Tube Bag with Phone Window

A top tube bag is the cheapest way to carry keys, a wallet and a phone without a backpack, and ROCKBROS makes the most common version: a strap-on pouch with a touch-screen window on top and a small cable port. On e-bikes with a battery in the downtube, the top tube is often the only free frame real estate. Waterproofing is 'resistant', the window dims touch sensitivity, and a larger phone may not fit, so check the listed dimensions. It is a cheap, useful bag, not a premium one. For a charger you will still want a trunk bag or pannier.
